Occurred on Thelma St. Contacted on 911 complaining about on going barking dog problem. Was advised improper use of 911 and to contact on business line. Called back on 911 stating that we were holding him on "emergency callback" and to let him go, he was advised no one was holding his phone number and dispatch disconnected. .
