The Eureka City Council is gearing up for what’s expected to be a slog of a meeting Tuesday night, as it revisits a controversial proposal to increase penalties for people living in unauthorized homeless encampments. Online rumblings suggest a packed and passionate council chambers. There’s even a march planned!
