Arcata: Ofcr observed circs, male has scaled fence on 7th St overpass above 101, on traffic side of fence, refusing to come down, CHP responding to assist. Party states as soon as he finishes cigarette he’s jumping into traffic lane.

Refuse fire on the 4000 block of E Street, Eureka. Some trash is on fire in someone’s backyard.
