According to the National Weather Service, moderate to heavy rain will continue in the Humboldt Bay Region until 8:30 P.M.  This will cause flooding on streams and creeks especially in urban areas.  The service warns of “ponding of water in urban areas…highways…streets and underpasses as well as other poor drainage areas an low lying spots.  There could be “localized flooding.” 

They have identified several areas of concern which include Jolly Giant, Jacoby, Freshwater, Salmon Creeks (presumably by CR), Elk River and numerous sloughs around the Bay.

They also predict isolated thunderstorms throughout the region.

SMALL CREEKS AND STREAMS...AND PONDING OF WATER IN URBAN AREAS...
HIGHWAYS...STREETS AND UNDERPASSES AS WELL AS OTHER POOR DRAINAGE
AREAS AND LOW LYING SPOTS.

FLOODING WILL OCCUR IN LOW LYING AREAS AROUND HUMBOLDT BAY THIS
EVENING...WITH MORE WIDESPREAD PONDING WATER DURING PERIODS OF
HEAVIEST RAINFALL. URBAN AREAS ARE SUSCEPTIBLE TO STREET FLOODING AS
STORM DRAIN CAPACITIES ARE EXCEEDED. SMALL STREAMS AND CREEKS WILL
RISE AND MAY EXCEED THEIR CHANNEL AND CULVERT CAPACITIES CAUSING
LOCALIZED FLOODING. AREAS OF PARTICULAR CONCERN ARE JOLLY
GIANT...JACOBY...FRESHWATER...SALMON CREEKS...AS WELL AS ELK RIVER
AND NUMEROUS SLOUGHS AROUND THE BAY. HIGH TIDES COINCIDENT WITH
RISING STREAM FLOW WILL ENHANCE FLOODING IN LOW LYING COASTAL AREAS.
