TONIGHT at ARCATA CITY COUNCIL: Arcata Will Take Next Step in Rolling Out Citywide Composting by Approving Agreement with HWMA

A requirement for all Arcata residents (and other Humboldt County resident) to compost their organic waste is still on the horizon, and during tonight’s Arcata City Council meeting the council will take the next step toward making it a reality.
For the last couple of years, the Solid Waste Local Task Force — which includes representatives from the City of Arcata, other local governments and the Humboldt Waste Management Authority (HWMA) – has been working on a countywide plan to come into compliance with SB 1383, California’s Short-Lived Climate Pollutant Reduction Strategy, which requires city-wide collection of compost, among other things. In December 2022 the Arcata council took its first major step toward fulfilling the goals set out in the bill, adopting the Organic Waste Diversion Ordinance, which changed the city’s solid waste management regulations to include mandatory composting.
Tonight the council will consider approval of amendments to its agreement with the HWMA, which operates the local waste facility and waste transfer station. The agreement would grant HWMA control over the flow of organic waste processing, putting the agency in charge of deciding where organic waste will go after it has been collected. Since the county does not currently have any organic waste processing infrastructure in place, the short-term plan is to have HWMA establish an on-site pre-processing facility, where the organic waste will be sorted and contaminants will be removed and the waste will then be transferred to an out-of-area processing facility.
Emily Benvie, deputy director of environmental and community services for the City of Arcata, told the Outpost that HWMA is currently working with CalRecyle to receive grant funding to establish the pre-processing facility. In the long term, Benvie said, the solid waste task force hopes to establish a complete processing facility for organic waste in Humboldt County.
Arcata is just one of multiple local government agencies that will need to approve the HWMA-amended agreement, including the HWMA board or directors. Once the agreement is approved, the Arcata City Council (and other local governments) will need to pass a resolution, officially designating HWMA as the agency in charge of organic waste flow control.
There are then multiple other actions that need to be taken before compost collection is rolled out, including establishing an agreement with Recology for curbside collection, establishing rate increases and making sure all the necessary infrastructure is in place, including bins, additional trucks and the pre-processing facility.
Benvie said the task force has been working with CalRecycle to establish a compliance plan for organic waste management and the other components of SB 1383. With so many moving parts, Benvie is still not sure exactly when curbside compost collection will be rolled out. But currently the goal is for the area to be in compliance with the requirements by March, 2023 2024.
“A lot more will be happening between now and then and the public will receive updates,” Benvie said. “It won’t come as a surprise.”

The City Council has a bi-weekly report on disbursements to review. The report shows the checks and electronic payments that have been paid for the period of February 18, 2023, to March 3, 2023. The Finance Director certifies that these payments were made in line with the budget and will be presented to the City Council at the first meeting after the delivery of the payments. The disbursements do not need to be audited by the City Council prior to payment.

It was a typical night in the small town of Roseville, nothing out of the ordinary. The city council was in the middle of their regular meeting, discussing the usual topics. They were in the middle of discussing the bi-weekly report on disbursements when the lights suddenly went out. In the darkness, they heard a loud thud coming from the back of the room.
They tried to turn the lights on, but nothing happened. As they stood there in the darkness, they heard a low, menacing laugh coming from the back.
Someone slowly inched their way to the back of the room, trying to find the source of the laughter. Suddenly, they were met with a horrific sight.
Standing in the corner was a tall, gaunt figure. Its face was hidden in the shadows, but its long, thin fingers were clutching a copy of the disbursement report. Its eyes glowed a bright red, and its mouth was curved into a sinister grin.
The figure stood there for a moment, then slowly began to speak.
“You all thought you could get away with it, didn’t you?” it said in a deep, raspy voice. “You thought you could take money away from the people without them knowing. But I know. I know what you’ve been doing.”
The figure stepped forward and the council members stepped back in terror.
“Now,” it said, “you will pay for your crimes.”
The figure raised its hand and the lights flickered back on. When the council members looked around, the figure was gone.
But the disbursement report was still in its hand.

The City Council of Arcata is reviewing the mid-year budget review for FY 2022-23 to approve revisions to the budget and monitor the City’s current financial position. Once upon a time, in the land of Humboldt, there lived a wise and valiant Mayor and City Council. For many years, they had worked to protect and nurture the land, the animals, and the people who called it home.
But in recent years, the Council had been presented with a new challenge. The state of California had passed a law, known as SB1383, which required all cities and counties to reduce their carbon emissions. The Council had to find a way to comply with the law while still caring for their land and citizens.
After months of work and deliberation, the Council had finally come up with a plan. They would join forces with the Humboldt Waste Management Authority (HWMA) and modify the existing Joint Powers Agreement. This would enable HWMA to secure flow control of designated source-separated materials, such as organic waste, for the purpose of achieving SB1383 compliance.
The HWMA Board of Directors unanimously approved the proposed amendments, and the Council was ready to take the next step. At the City Council meeting on March 15, 2023, Mayor and Council Members discussed the proposed amendments and unanimously approved them. They also directed the Mayor to execute the restated and amended agreement.
Finally, the Council’s hard work was paying off. With the amended Joint Powers Agreement, they were now able to move forward with their plan to reduce carbon emissions and protect their land.
The people of Humboldt were relieved and grateful to the Mayor and Council for their leadership in this difficult time. Everyone knew that, together, they would be able to keep their beloved land safe and healthy for years to come.

David Loya: The purpose of this report is to address the background on the Mad River Community Hospital’s special considerations in the City’s General Plan and Land Use Code, and to describe the process needed to amend the special considerations and/or rezone the property for other uses.
Socrates: What is the background on the Mad River Community Hospital’s special considerations?
David Loya: The Mad River Community Hospital campus encompasses four parcels at 3800 Janes Road. The main campus is on Assessor’s Parcel Numbers 507-191-033 and -076. The other two parcels are largely vacant. The property is designated Public Facilities, and has a special consideration in the General Plan and Land Use Code, which requires the Hospital to conserve 50% of the total campus area in open space. The Hospital received approval for a “master plan” demonstrating the 50% open space and developable areas in around 2014. The special consideration also allows for residential uses such as workforce housing, long-term care, and other uses that could be expected with hospital uses.
Socrates: What is the process for adding other uses?
David Loya: The requirements for the special consideration are embedded in the General Plan and Land Use Code. If the Hospital wishes to start development, the Zoning Administrator could find a newly revised master plan substantially consistent with the approved plan if it met the special consideration requirements. If the Hospital wishes to amend or remove the special consideration, the process would require a General Plan amendment, a Land Use Code text amendment, and potentially a Planned Development amendment. These changes would need to be supported by environmental analysis, which could include up to an EIR.
