The Feasibility Study was conducted to evaluate strategies for maintaining safety and regulatory compliance at the AWTF in preparation for sea level rise and coastal hazards beyond 2055. The study analyzed alternatives for wastewater treatment location and disposal mechanisms. The City staff are seeking Council direction on a preferred alternative to inform future action, with a recommendation to pursue Alternative 1: Augment AWTF Levees and Maintain Adaptive Management of Enhancement Marshes. This alternative is aligned with the city’s Local Coastal Program and is cost-effective for rate payers. Staff also recommend continued monitoring and planning for eventual measured retreat from the facility. The City plans to protect current development and potential redevelopment in the Sea Level Rise Adaptation Zone. If the Council approves Alternative 1, grant-funded design work for levee augmentation and Phase II treatment upgrades at the AWTF could commence in late 2026. The City’s budget for the fiscal year 2026-27 includes $1,000,000 towards design work for Phase II improvements. The Council is asked to receive the presentation, open and close public comment, and provide direction to staff on a preferred alternative.

Listen up, Mayor and City Council Members! It’s time to face the facts and make a decision on the Arcata Wastewater Treatment Facility. Director Emily Sinkhorn is recommending that we:
1) Receive a presentation on the final Feasibility Study and potential future projects at the AWTF.
2) Open up the floor for public comment.
3) Close the public comment section.
4) Give direction to staff on our preferred alternative.
We’ve already completed Phase I of the AWTF Improvement Project, but there’s still work to be done to ensure high quality wastewater treatment for the good people of Arcata. We need to protect our facilities from sea level rise and coastal hazards beyond 2055. The Feasibility Study is complete, and it’s time for us to make a decision on how to move forward.
Staff is recommending Alternative 1: Augment AWTF Levees and Maintain Adaptive Management of the Enhancement Marshes. This option is cost-effective, environmentally friendly, and aligns with our Local Coastal Program. We need to invest in the existing AWTF while also planning for a measured retreat farther down the line.
Our community has spoken, and they want to see action. Let’s make a decision, secure funding, and move forward with the necessary upgrades to ensure the long-term sustainability of our wastewater treatment facility. So, Mayor and Council Members, what’s it going to be? Let’s make the right choice for the future of Arcata and its residents!

It’s all part of this big government overreach, trying to control every aspect of our lives, even down to how much water we can use. They want to open up a public hearing, review all their fancy reports, and then tell us how we can and can’t use our own water.
But let me tell you, folks, we don’t need the government telling us how to manage our water. We’ve been doing just fine without their interference. We’ve got a reliable water supply, thanks to the hard work of the good folks at the Humboldt Bay Municipal Water District. And now they want to come in and mess it all up with their regulations and restrictions.
And don’t even get me started on all the money they want to spend on this nonsense. The budget impact of this plan is staggering, and for what? So they can pat themselves on the back and tell us how they’re saving the planet? Give me a break.
So I say, let’s stand up to these bureaucrats and tell them we won’t be pushed around. We’re Americans, and we know how to take care of ourselves. So let’s shut down this public hearing, reject their plan, and show them that we won’t be controlled by their big government agenda.
