After a series of harrowing battles and puzzles, the adventurers discover that a powerful entity has taken hold of the AWTF. The being, known as the Marsh King, is a vengeful spirit that seeks to reclaim the marshlands that were destroyed to build the facility. The Marsh King has been influencing the researchers at AMRI, driving them mad with visions of a twisted paradise.
In order to defeat the Marsh King and restore balance to the Arcata Marshes, the adventurers must navigate a treacherous maze of illusions and traps, confront the corrupted researchers, and ultimately face the entity itself in a climactic battle.
With the Marsh King vanquished and the researchers freed from its influence, the Arcata Wastewater Treatment Facility is once again safe from supernatural threats. The City Council of Arcata is grateful for the adventurers’ bravery and quick thinking, and they reward them handsomely for their services.
But as the adventurers prepare to leave Arcata, they can’t shake the feeling that there are other mysteries lurking beneath the surface of the marshes, waiting to be uncovered…

10. OLD BUSINESS
a. Public Hearing for Closeout of Arcata’s Community Development Block Grant (CDBG) grant number 22-CDBG-PL-20035: Accomplishment, Disencumbrance, and Acceptance of the Valley West Neighborhood Center Assessment.
The City Council is holding a meeting to discuss the completion of a grant to evaluate the feasibility of a neighborhood center in the Valley West area. They will be closing out the grant and accepting the assessment report. It is recommended that the Council open a public hearing, adopt a resolution accepting the assessment, disencumber unused grant funds, and submit final reports to the California Department of Housing and Community Development. The City received $250,000 in grant funds and will be returning unused funds as part of the closeout process.

As the City Council meeting began, the room was filled with murmurs and whispers as residents shuffled in, eager to hear about the progress made on the Valley West Neighborhood Center Assessment. David Loya, the Community Development Director, stood at the podium and began his presentation.
As he spoke, a sense of unease settled over the room. The residents could feel something off, something sinister lurking in the shadows. Jennifer Dart, the Community Development Deputy Director, fidgeted nervously as she read through the prepared statement. The words seemed to echo ominously in the room, sending shivers down the spines of those present.
As the public hearing opened, a cold chill swept through the room, causing a few attendees to shiver and look around nervously. The air seemed heavy with an unseen presence, the atmosphere thick with tension and foreboding.
Suddenly, a low, moaning sound filled the room, sending a wave of panic through the crowd. People began to whisper and glance around, searching for the source of the eerie noise. But there was no explanation, no rational reason for the haunting sound that seemed to echo from the very walls themselves.
As the meeting continued, the feeling of dread only grew stronger. Shadows danced along the walls, twisting and contorting into grotesque shapes. Faces appeared in the darkness, their eyes hollow and empty, staring out at the terrified audience.
One by one, the residents began to disappear, vanishing into thin air without a trace. Panic ensued as the remaining attendees scrambled to escape the haunted City Council chambers. But the doors were locked, trapping them inside with whatever malevolent force stalked them.
In the end, only David Loya and Jennifer Dart remained, their faces pale and terrified as they realized the true horror of what they had unleashed with the Valley West Neighborhood Center Assessment. As the shadows closed in around them, consuming them in darkness, a chilling voice whispered through the room, “You have awakened something ancient and evil, something that should have stayed buried. Now, you will pay the price for your arrogance.”
And with that, the City Council chambers fell silent, the only sound the echo of evil laughter that seemed to linger in the air long after the last resident had fled in terror. The Valley West Neighborhood Center Assessment had unleashed a nightmare that would haunt the city for generations to come.
