a. Consider Approval of a Use Permit for Baker, dba Hounds of Humboldt at 148 South G Street, Suite 1; File No. 245-036-UP and adoption of a Class 3 CEQA exemption

The Planning Commission is considering approving a commercial dog park with alcohol sales at a specific location. The project involves creating dog play areas, a bar, seating areas, bathrooms, an office, and a supply room. The project requires a Use Permit for alcohol sales and a Minor Use Permit for the commercial recreation aspect. The business will operate as a membership club open to the public and will have designated areas for dogs to play off-leash. The staff recommend approval with conditions related to noise, water quality, odor, access, fencing, and other concerns. The project is in compliance with the city’s General Plan and standards.

SCOOBY DOO: THE HOUNDS OF HUMBOLDT

[The gang is driving the Mystery Machine through Arcata, California when they see a sign for a new business called Hounds of Humboldt. They decide to stop and check it out.]

FRED: This looks like an interesting place, guys. Let’s see what it’s all about.

[They enter the building and are greeted by the owner, Mr. Baker.]

BAKER: Welcome to Hounds of Humboldt! We’re a commercial dog park with alcohol sales. Feel free to explore and enjoy our facilities.

VELMA: This is certainly a unique concept. I’m curious to see how it all works.

SHAGGY: And maybe we can grab a snack and a cold one while we’re at it!

[As they explore the indoor and outdoor play areas, they notice some strange things happening. Dogs are barking excessively and there is a strange odor in the air.]

DAPHNE: Something doesn’t seem right here. Let’s investigate further.

[They split up to search for clues. Velma and Daphne find a room with a supply of chemicals and cleaning supplies.]

VELMA: Look at all these cleaning supplies. It seems like they’re trying to cover up something.

DAPHNE: And these chemicals could be harmful to both the dogs and the customers. We need to find out what’s really going on here.

[Fred, Shaggy, and Scooby are in the bar area when they overhear a conversation between Mr. Baker and another man.]

BAKER: We need to keep the noise levels down and make sure the dogs are under control. We can’t have any accidents happening here.

MYSTERY MAN: Don’t worry, I’ll take care of everything. Just keep the customers happy and the money flowing in.

FRED: That sounds suspicious. Let’s find out who that mystery man is.

[They follow the mystery man to the back of the building where they see him tampering with the fencing and creating a secret entrance.]

SHAGGY: Like, he’s trying to hide something behind those fences. Let’s see what’s on the other side.

[They push through the fence and find a hidden room filled with stolen goods and contraband.]

DAPHNE: It looks like they’ve been using the dog park as a front for their criminal activities.

VELMA: And they’ve been using the dogs to distract everyone while they carry out their schemes.

[They confront Mr. Baker and the mystery man, who try to escape but are caught by the gang with the help of some clever traps.]

FRED: Looks like we’ve solved the mystery of the Hounds of Humboldt.

SCOOBY: Ranks, we did it!

[The authorities arrive to arrest Mr. Baker and the mystery man, and the gang is praised for their detective work.]

DAPHNE: Another mystery solved by Mystery Inc.!

VELMA: And another case closed in Arcata, California. Let’s hit the road, gang.

[They all pile back into the Mystery Machine, ready for their next adventure.]
