The Planning Commission is considering approving a design review permit for renovations to two commercial buildings on 8th Street. The buildings have historical significance and the proposed work includes structural repairs, interior renovations, and facade improvements. The project has been reviewed by the Historic Landmarks Committee and is recommended for approval. The project qualifies for an environmental review exemption under the California Environmental Quality Act. The recommendation is to approve the permit with certain conditions.

In the small town of Arcata, nestled in the midst of the Arcata Plaza Historic District, there stood two buildings that had caught the attention of the Planning Commission. The buildings at 725 and 735 8th Street were steeped in history, constructed in 1917 with matching Classical Revival facades. The Old Post Office at 735 8th Street had even been designated as a Local Historic Landmark under Ordinance 1168.

The Director of Community Development, David Loya, along with Planner II Kelsey Fletterick, had prepared a detailed staff report for the Planning Commission meeting. The recommendation was to approve a Design Review Permit for interior and exterior modifications to the two buildings. The proposed work included structural repairs, electrical upgrades, interior renovations to connect the two spaces for a single commercial business, ADA accessibility improvements, and facade work on both buildings.

As the meeting began, the Commissioners listened intently as the staff report was presented. The discussion highlighted the historical significance of the buildings, especially the Old Post Office at 735 8th Street. It was clear that preserving the integrity of the Plaza-facing facades was a top priority.

The proposed work at 735 8th Street would preserve all character-defining features identified in Ordinance 1168. The recessed entry alcove would be updated with a new display window, while the rear facade would see the restoration of original double-hung windows. The removal of steel security bars was also proposed, with a condition to retain them on the premises for potential reinstallation in the future.

At 725 8th Street, the previously altered facade would be replaced with a new symmetrical storefront, featuring an ADA-accessible entry and restored historic transom windows. The work aimed to improve the building’s consistency with the Classical Revival character of the district and strengthen the twin relationship between the two structures.

The project had been referred to the Historic Landmarks Committee, which had recommended approval based on its compatibility with the Secretary of the Interior’s Standards for Rehabilitation and the historic character of the Arcata Plaza. The staff concurred with this recommendation and urged the Commission to adopt the proposed Action, including the Findings of Approval and Conditions of Approval.

After receiving public comment and further discussion, the Planning Commission voted to approve the Design Review Permit. The town of Arcata would soon see the transformation of these two historic buildings, as they were brought back to their former glory. The magic of history and architecture would once again shine through on the Arcata Plaza, a testament to the town’s rich heritage and dedication to preservation.

a. Find the 2026 Updates to the Capital Improvement Program for Fiscal Year 2026-2027 Exempt from the California Environmental Quality Act and Consistent with the General Plan

The City of Arcata is planning new projects to improve infrastructure. The Planning Commission needs to review and approve these projects to make sure they align with the city’s General Plan. These projects are part of the Capital Improvement Program (CIP) and will be considered for funding in the 2026/2027 fiscal year. The Commission must ensure that these new projects are consistent with the overall goals and policies of the city. Once approved by the Commission, the projects will be presented to the City Council for final approval and funding.
