In this report, Jennifer Dart, the Director of Community Development, is recommending that the Planning Commission approve a project to convert an existing commercial building into a four-unit multifamily residence. The project includes adding a second story, landscaping, and off-street parking spaces. The project requires various permits and exemptions due to zoning regulations. The project meets design and environmental standards and has undergone thorough review by various departments. The recommendation is to approve the project and move forward with the necessary permits.

… or, as a bedtime story!

Once upon a time in the city of Arcata, there was a beautiful corner parcel at the intersection of K Street and Samoa Boulevard. The parcel was home to an old commercial building that was most recently occupied by an H&R Block office. But Steven and Trina Park, with the help of their agent CleekCo Inc., had a dream to turn this building into something special - a four-unit multifamily residence.

The Parks had big plans for the building. They wanted to add a second story, create four 528 square-foot apartments, and add new landscaping, an accessible path of travel, a trash enclosure, an exterior stairway, balconies, covered entrances, and five off-street parking spaces. It was a big project, but they were determined to make it a reality.

The Parks faced many challenges along the way. The project had to balance different zoning codes, including the newly adopted Gateway Code and the 1989 Certified Land Use and Development Guide. But with the help of the city’s Planning Commission and Director of Community Development, Jennifer Dart, they were able to navigate the process and get closer to their dream.

After months of hard work and determination, the day finally came for the Planning Commission to make a decision on the Park 4-Unit Multifamily Project. In a meeting attended by the Honorable Chair and Commissioners, the proposal was presented by Contract Planner Emma Haskett.

After careful consideration and discussion, the Commission made their decision. They approved a Minor Use Permit, Design Review Permit, and Coastal Development Permit for the Park project. The project was granted exemptions under the California Environmental Quality Act, Class 3 and Class 32 Categorical Exemptions.

The Parks were overjoyed with the news. They could finally move forward with their plans to create a beautiful new home for four lucky families in Arcata. As the sun set over the city, the old commercial building began its transformation into a modern, multifamily residence, ready to welcome its new residents.

And so, with the approval of the Planning Commission, the Park 4-Unit Multifamily Project came to life, a shining example of what can be achieved with hard work, determination, and a little bit of help from the community. And as the night fell, the city of Arcata slept peacefully, knowing that a new chapter was beginning on K Street. Goodnight.
