2. Multimodal Improvements 2023 – Caltrans Highway Safety Improvement Grant HSIPSL 5017(049)

The Eureka City Council is accepting a grant to make improvements to pedestrian crossings and streets in the city. The project includes installing safety features like sidewalk bulb-outs and new crosswalk striping. The construction bid was awarded to a company for over $5 million, with grant funding covering most of the cost. The project is now complete and staff recommends accepting it.

3. Coastal Access and Resilience Plan- Grant Acceptance- Contract Award

The Eureka City Council is considering a plan to address sea level rise and shoreline resilience projects. They are accepting a grant of $1,090,000 from the State Coastal Conservancy. The plan involves studying and preparing designs for four shoreline resilience projects. The council is also being asked to approve a contract with GHD, Inc for professional services. The goal is to protect critical infrastructure from tidal inundation and plan for future sea level rise.

4. Accounts Receivable Write-Off

The Eureka City Council is considering writing off accounts that are deemed uncollectable as of June 30th, 2023. These are unpaid balances that have not been paid for at least 120 days. The Finance Department recommends approving the write-off and any related interest charges. This would have a negative effect on the fund balance, but it is necessary to clear out accounts that are unlikely to be collected. The accounts to be written off are mostly related to residential property fines, fees, and abatements. The City Attorney, City Clerk, and other departments have reviewed and approved this recommendation.

Lane Millar: The accounts that are typically written off are derived from activities related to Code Enforcement, such as residential property fines, fees, and abatements. These accounts can become uncollectable due to various reasons such as death, settled cases, or property sales.

1. Bil No. 1036-C.S. Ranked Choice Voting Ordinance Amendment

The Eureka City Council is considering a new amendment to the Ranked Choice Voting Ordinance for the upcoming election. This proposal is meant to provide additional direction and clarification for implementing Ranked Choice Voting in the city. The Council previously adopted a bill for Ranked Choice Voting, which will be used for the first time in the upcoming election.
