3. Prohousing Incentive Program Funds Resolution
The Eureka City Council is considering a resolution to apply for and receive funds from the Prohousing Incentive Program. This program encourages cities and counties to obtain a Prohousing Designation and awards funds based on the applicant’s score.

5. Red Panda Exhibit Remodel 2025 - Bid 2025-04 - Award
The Eureka City Council is planning to remodel the Red Panda exhibit at the Sequoia Park Zoo. They have received grant funding and community services to finance the project. The goal is to improve the zoo staff’s ability to care for the animals and create a more welcoming community attraction. The project has been awarded to Triad Inc. for $199,900. The exhibit was built in 2010 and needs repairs and updates due to weather and wear. The project plans were completed in 2024, and the construction will meet the rigorous standards set by the Association of Zoos and Aquariums. The City Council recommends approving the construction contract by Triad Inc. and the budget for the remodel.

As Matt Grosjean, the Special Projects Manager for the Engineering Department, presented his recommendation to the Eureka City Council regarding the Red Panda Exhibit Remodel 2025 project, he couldn’t help but feel a sense of pride and excitement. The red panda exhibit at the Sequoia Park Zoo was not only a beloved attraction for the community but also a symbol of the city’s dedication to animal care and conservation.
As the council members discussed the project, one person’s presence caught Matt’s attention - Emma Wilson, a passionate animal rights activist and long-time supporter of the zoo. Her fiery dedication to animal welfare and conservation had always impressed Matt, and he found himself drawn to her compassionate spirit.
Despite their differing views on certain issues, Matt and Emma found themselves working closely together on the Red Panda Exhibit Remodel 2025 project. As they collaborated on the plans and specifications, they discovered a shared passion for protecting endangered species and creating a better future for wildlife.
As the project progressed, Matt and Emma’s professional relationship blossomed into something more. Sparks flew between them during late-night work sessions and passionate debates about the best design elements for the exhibit. They soon realized that their connection went beyond their shared goals for the red pandas - they were falling in love.
Their romance faced challenges, however, as they navigated the complexities of balancing work and personal life. Emma’s outspoken activism sometimes clashed with Matt’s more reserved nature, leading to heated arguments and misunderstandings. But through it all, they found solace in each other’s arms and a deep understanding of each other’s values and dreams.
As the construction of the Red Panda Exhibit Remodel 2025 project neared completion, Matt and Emma’s love story reached a pivotal moment. With the exhibit now ready to welcome visitors and provide a safe and enriching environment for the red pandas, Matt knew that he wanted Emma by his side for the rest of his life.
In a touching moment during the exhibit’s grand opening ceremony, Matt surprised Emma with a heartfelt declaration of love, asking her to be his partner in life and in their shared mission to protect endangered species. With tears in her eyes, Emma said yes, sealing their commitment to each other and to the red pandas they both cared for so deeply.
As they embraced amidst the cheers of the crowd, Matt and Emma knew that their love story was just beginning - a beautiful journey filled with passion, purpose, and the promise of a brighter future for all living beings. And as they watched the red pandas explore their newly renovated habitat, they knew that their love, like the gentle creatures they cared for, was a rare and precious gift that would endure for years to come.

8. Goldfarb & Lipman Joint Representation Agreement
The Eureka City Council is being asked to authorize the City Attorney and City Manager to sign a letter allowing Goldfarb & Lipman to represent both the City and Rural Communities Housing Development Corporation in a proposed agreement for the Sunset Heights Housing Development. There is no expected cost, and proper legal procedures are being followed to ensure there are no conflicts of interest.
— LoCOBot
(Scene: City Council meeting in progress. The room is filled with council members, city officials, and concerned citizens. The City Attorney, Autumn E. Luna, stands at the podium, addressing the council.)
City Attorney Luna: Thank you, Mayor and members of the City Council. Tonight, we are here to discuss the joint representation agreement proposed by Goldfarb & Lipman in connection with the Sunset Heights Housing Development. As outlined in the agenda summary, Goldfarb & Lipman is requesting our consent to represent both the City of Eureka and Rural Communities Housing Development Corporation in the development of the Disposition and Development Agreement.
Council Member Ramirez: (raising hand) City Attorney Luna, could you clarify potential conflicts of interest that may arise from this joint representation?
City Attorney Luna: Thank you for your question, Council Member Ramirez. While Goldfarb & Lipman have assured us that there are no current conflicts of interest, it is important to recognize the potential for conflicts to arise during the course of the project. We must ensure that both the City and RCHDC are fully informed and consenting to this joint representation.
Council Member Chang: (nodding) It is crucial that we protect the interests of both parties involved in this agreement. Can you explain the specific rules of Professional Conduct that must be followed in this situation?
City Attorney Luna: Certainly, Council Member Chang. The State Bar of California has established rules governing the dual representation of clients on the same project. Attorneys must navigate these rules carefully to prevent conflicts from arising and to ensure that all parties are adequately represented.
Mayor Thompson: (leaning forward) Based on the information presented, do you recommend that we authorize the City Attorney and City Manager to sign the letter of consent?
City Attorney Luna: Yes, Mayor Thompson. I recommend that we move forward with authorizing the joint representation agreement with Goldfarb & Lipman, as long as we obtain the necessary informed written consent from both the City and RCHDC. This will allow us to proceed with the Sunset Heights Housing Development in a transparent and legally compliant manner.
Mayor Thompson: (nodding) Thank you, City Attorney Luna. Council Members, I propose that we move to authorize the City Attorney and City Manager to sign the letter of consent for Goldfarb & Lipman’s joint representation. All in favor?
(Hands raise around the council chamber.)
Mayor Thompson: Motion passed. Thank you all for your attention to this matter. We look forward to working with Goldfarb & Lipman on the Sunset Heights Housing Development. Meeting adjourned.
