TONIGHT IN EUREKA CITY COUNCIL: Transgender Sanctuary City Declaration, Strategic Visioning and More!

At tonight’s meeting, the Eureka City Council will consider a long-awaited resolution declaring Eureka a sanctuary city for transgender people and providers of gender-affirming health care. The proposal comes in response to anti-LGBTQ+ legislation and a series of executive orders from the Trump administration targeting gender-affirming health care for transgender youth.
The proposed resolution first appeared on the city council’s Dec. 16 agenda, but the meeting was cancelled due to a lack of quorum. The text of the resolution hasn’t changed from its original version.
The declaration emphasizes that “gender-affirming healthcare has been proven to be evidence-based, medically necessary and lifesaving” by the American Medical Association, the American Academy of Child and Adolescent Psychiatry, the American Academy of Pediatricians and the American Psychiatric Association, among others.
“[M]ultiple healthcare institutions across the country have scaled back or have considered scaling back gender-affirming healthcare services in response to legal challenges, perception of legal risk, harassment, or threats of violence,” the resolution continues. “[S]tudies have shown that gender transition, including access to gender-affirming healthcare, improves the overall wellbeing of transgender people and access to gender-affirming healthcare for youth is associated with better mental health outcomes and lower risks of suicide.”
While the resolution is largely symbolic, it would align with Senate Bill 107, a 2022 law that made California the first sanctuary state for transgender youth seeking gender-affirming medical care. The law prevents law enforcement from enforcing out-of-state laws that limit, ban or criminalize access to medical care for transgender and nonbinary youth.

The city council will also receive an update on the state of the local commercial fishing industry and discuss citywide goals as a part of its annual “strategic visioning” process. Those who voted in last week’s LoCO Pollz expressed interest in expanding street clean-ups and beautification projects, as well as renovating the Eureka Municipal Theater to draw more out-of-town acts.

4. Eureka South Gateway Project Bid No. 2026-01- Award
