… or, as a Brazilian carnival song!
Vem pro Carnaval, vamos festejar
Em Eureka a alegria vai reinar
Com o lixo e a reciclagem vamos cuidar
E as taxas especiais vamos confirmar
Audiência pública para resolver
As taxas não pagas vamos resolver
Com ajustes justos para aderir
E a Resolução do Conselho vamos seguir
As taxas inclusas no orçamento
Nenhuma impacto fiscal, um acordo justo
Cumprindo a lei municipal e estadual
Para recuperar o que é de direito, afinal
O dono da propriedade responsável é
Por garantir o serviço, é o que o código diz
E se as taxas não forem pagas em vinte dias
Vamos encaminhar para a cobrança, sem melindias
Viva o Carnaval, a festa popular
Mas também cuidamos do nosso lar
Com a coleta de lixo e reciclagem
Seguimos as leis com alegria e coragem.

Compliant with our laws and codes, a path that’s all our own.

4. FY2026-27 Proposed Fee Schedule

Socrates: Greetings, my fellow citizens. Today’s agenda for the City Council meeting involves discussing the proposed fee schedule for fiscal year 2026-27. As we delve into this topic, let us first examine the recommendation presented to us by Lane Millar from the Finance Department.
Plato: Thank you, Socrates. According to the recommendation, the City Council is urged to hold a public hearing to consider the proposed fee schedule and to adopt a resolution establishing various fees and service charges within the City of Eureka. It seems that the main goal here is to ensure the financial stability of our city while also engaging the public in the decision-making process.
Socrates: Indeed, Plato. It is crucial for the city to periodically review and update its fees and charges for services in order to accurately reflect the cost of providing these services. By doing so, we can maintain a transparent and effective system that benefits both the city and its residents.
Aristotle: I must say, the proposed changes to the fee schedule seem quite comprehensive. From the City Attorney to Public Works, every department is being considered for fee adjustments. It is clear that a thorough assessment has been conducted to determine the actual cost of services provided by each department.
Socrates: Agreed, Aristotle. The addition of new fees, modifications to existing fees, and the removal of obsolete fees all indicate a careful review of the fee schedule. Furthermore, the elimination of the penny from the city’s fees and charges demonstrates an effort to streamline and simplify the system.
Plato: It is also worth noting that where no fee increase was necessary, fees and service charges have been rounded down to the nearest nickel. This approach not only reduces reliance on small denominations but also ensures that fees remain fair and reasonable for residents.
Socrates: A wise and thoughtful decision, indeed. As we consider the proposed fee schedule, let us remember that our ultimate goal is to maintain a financially stable city that operates effectively and involves its public in decision-making. By adopting these changes, we can continue working towards that vision.
Aristotle: Well said, Socrates. I believe we are ready to proceed with the public hearing and the adoption of the resolution. Let us move forward with deliberation and prudence in our decision-making process.
Socrates: Agreed, Aristotle. Let us now open the floor for public comments and proceed with the necessary steps to finalize the FY2026-27 Proposed Fee Schedule. Thank you all for your thoughtful contributions to this discussion.

Chanson:
Dans la belle ville d’Eureka,
Le Conseil se réunit aujourd’hui,
Pour présenter les chiffres, les données,
Des postes vacants, des recrutements aussi.
Le Directeur des Ressources Humaines,
Will Folger est bien préparé,

Butt-head: Uh, hey Beavis, like, are you gonna vote in the General Municipal Election on November 3, 2026?
Beavis: Uhh, I dunno Butt-head, what’s a General Municipal Election?
Butt-head: I dunno, but like, it sounds important. Like, maybe they’re gonna hand out free nachos or something.
Beavis: Heh heh, yeah, that would be cool. Hey, maybe we should run for City Council and then we could give ourselves free nachos all the time.
Butt-head: Yeah, but like, we’d have to, like, go to meetings and stuff. That sounds boring.
Beavis: Yeah, you’re right. I’d rather just watch TV. Heh heh.
Butt-head: Yeah, let’s just, like, wait for the election results and see if there’s any good news about free nachos. That sounds, like, way easier.
Beavis: Yeah, good idea, Butt-head. Let’s do that.

Following leads and gathering clues, you uncover a hidden network of criminals operating in the shadows of Eureka. The battle between two Pokemon trainers, Robert N. Black and City Council, was about to begin. Robert N. Black, representing himself, sent out his powerful Alakazam to the battlefield. The City Council, on the other hand, chose to send out their trusty Arcanine.
The battle commenced with Alakazam using its psychic abilities to predict and counter Arcanine’s fiery attacks. However, Arcanine’s speed and strength proved to be a formidable opponent, dodging Alakazam’s moves and launching powerful fire blasts.
As the battle raged on, it was clear that both Pokemon were evenly matched. Alakazam’s intelligence and strategy were met with Arcanine’s brute force and determination. The audience watched in awe as the two Pokemon battled it out with everything they had.
In the end, it was a close call, but Alakazam managed to outsmart Arcanine with a cleverly placed Psychic attack, knocking it out and securing the victory for Robert N. Black. The City Council conceded defeat, recognizing the strength and skill of their opponent.
As the dust settled and the cheers of the crowd filled the arena, Robert N. Black and his victorious Alakazam stood tall, proud of their hard-fought victory. It was a battle for the ages, and one that would be remembered in Pokemon dueling history.

… or, as an episode of Seinfeld!
The episode begins with Jerry and George sitting at Monk’s Cafe discussing the latest city council agenda item that has been circulating around town. Jerry, being the curious and witty person he is, decides to attend the next city council meeting to see what all the fuss is about.
Meanwhile, Elaine is dealing with some personal matters and decides to join a local advocacy group that is pushing for more funding to address homelessness in Eureka. She becomes passionate about the cause and starts attending community meetings and rallies to raise awareness.
Kramer, always the conspiracy theorist, hears about the ERF-5 funds and becomes convinced that the government is trying to use the money for something nefarious. He starts a grassroots campaign to uncover the truth behind the grant and enlists Newman to help him gather evidence.
At the city council meeting, chaos ensues as Jerry, Elaine, Kramer, and George all show up with their own agendas in mind. Jerry finds the whole situation amusing as the council members discuss the funding and its intended use. Elaine passionately argues for more resources to help the homeless population in Eureka, while Kramer interrupts with his outlandish theories about government corruption.
In the end, the council votes to approve the application for the ERF-5 funds, much to Kramer’s dismay. However, Elaine is thrilled that progress is being made to address the issue of homelessness in their community.
As they leave the meeting, Jerry, George, Elaine, and Kramer continue their animated discussions about the city council’s decision and its potential impact on Eureka. The episode ends with Jerry making a joke about politicians and their ability to navigate complex funding issues, leaving the group in fits of laughter as they head back to Monk’s Cafe for a post-meeting debrief.
