The Housing Authority of the City of Eureka is planning to redevelop properties to create more affordable housing units. Panic gripped the committee members as they scrambled to their feet, desperately seeking an escape. But the intruder blocked the only exit, his eyes wild with determination. He demanded answers, forcing Penelope to reveal the dark secrets lurking behind the Green Phase project.

As the tension reached a breaking point, the committee realized they were caught in the middle of a dangerous conspiracy. And as they grappled with the truth, they knew that their decision on the project would have far-reaching consequences for the city of Eureka. But with a gun pointed at them and a shadowy figure threatening their every move, they had no choice but to face the chilling reality of the HACE 25-1 and Prospect Project - Green Phase.
