David Hayes wants to repair and replace the doors and windows of a historic house damaged by a fire. The project meets the standards for preserving historic properties and is exempt from certain environmental reviews. The Historic Preservation Commission will discuss and possibly approve the project.

My Dearest Jane,
I hope this letter finds you well. It pains me to write to you under such circumstances, as I am currently in the trenches, under heavy fire from German artillery.
I wish I could express my love for you in person, but for now, this letter will have to do. I long for the day when this war is over and I can hold you in my arms again.
Despite the danger and chaos surrounding me, thoughts of you give me strength and hope. Your love is my guiding light in this dark and tumultuous time.
