1. Waterfront Eureka Plan (WEP) Location: Coastal Core Area (Old Town, Commercial Bayfront, and Library District as identified in the 2040 General Plan) Project : CITY-21-0003
The Waterfront Eureka Plan (WEP) is a specific plan to develop and revitalize Eureka’s coastal core area in alignment with the city’s 2040 General Plan. It includes zoning regulations, development standards, and design guidelines to facilitate mixed-use development and housing production. The plan must be adopted by the City Council after a public hearing. The plan also includes environmental impact assessments and public notifications. The next steps involve further hearings and submission to the Coastal Commission for approval.

Waterfront Eureka Plan (WEP) Recipe
Ingredients:
- 2025 Draft WEP (Attachment 2)
- CEQA Addendum (Attachment 3)
- Public and Agency Comments on the 2025 Draft WEP (Attachment 4)
- Public and Agency Comments on the 2023 Draft WEP (Attachment 5)
- Existing Zoning in Plan Area (Attachment 6)
Instructions:
1. Combine the 2025 Draft WEP and CEQA Addendum to create a specific plan for the Coastal Core Area in Eureka.
2. Use the Public and Agency Comments on the 2025 and 2023 Draft WEP to make adjustments as needed.
3. Incorporate the existing zoning in the Plan Area to implement new zoning regulations and development standards.
4. Hold a public hearing to gather feedback on the WEP and CEQA Addendum.
5. Consider feedback and make modifications if necessary.
6. Adopt a resolution recommending the City Council adopt the WEP and CEQA Addendum.
7. Submit the WEP and CEQA Addendum to the California Coastal Commission for certification of land use regulations and zoning standards.
8. Follow up with a resolution and ordinance to adopt the land use and zoning standards as part of the City’s Local Coastal Program (LCP) update.
9. Prepare the LCP update for adoption and submission to the Coastal Commission for certification by the end of 2025.
