The Humboldt Bay Area Plan is being updated to better manage land use, protect natural resources, and address hazards like rising sea levels and tsunamis. The update includes reorganizing the plan, adding sections about tribal history and environmental justice, and making zoning changes for properties around Humboldt Bay. Public meetings and workshops have been held to get feedback. The changes aim to support local development, protect the environment, and ensure safety. After approval from the Planning Commission, the plan will go to the County Board of Supervisors and the California Coastal Commission for final approval.

🧵1/ The Humboldt Planning Commission is holding a public hearing on Oct 15, 2026, to review updates to the Humboldt Bay Area Plan (HBAP) and related zoning changes. This update aims to reflect current conditions and future priorities. #Humboldt #UrbanPlanning
/ The HBAP, originally certified in 1982, covers over 21,500 acres around Humboldt Bay and the Pacific coastline. It hasn’t been comprehensively updated for over 40 years—until now. This revision ensures the plan aligns with today’s regional needs. #CoastalPlanning
/ Key areas of update include: support for offshore wind energy projects, sea level rise policies, and new sections on Tribal History & Environmental Justice. The plan now more accurately reflects ecological, cultural, and economic changes. #Sustainability #EnvironmentalJustice
/ Public engagement has been vital, with four Zoom meetings and multiple workshops to gather community feedback. The process incorporates input from local residents, stakeholders, and the California Coastal Commission. #PublicParticipation
/ Major land use changes involve rezoning parcels for different uses—transforming some from river residential to industrial, updating designations for lots in Fields Landing, Humboldt Hill, and Samoa, and removing outdated RV designations. #LandUse #Zoning
/ Notably, the plan exempts itself from environmental review under CEQA §15265(1), and requires approval from the California Coastal Commission before becoming effective. Updates also aim to support coastal-dependent industrial zones and natural resource protection. #CEQA #CoastalAct
/ The update emphasizes balancing development with environmental protection, sea level rise resilience, and historical and tribal considerations. It’s a comprehensive effort to guide Humboldt’s future sustainably. #CoastalResilience #HumboldtFuture
/ The Planning Commission recommends adopting the HBAP October 2026, along with zoning changes, to the Board of Supervisors for final approval. Public comments are encouraged before the final decision. #CommunityInput #LocalGovernment
/ Stay tuned for updates as this plan shapes Humboldt’s coastal and inland development for decades to come! For details or to comment, contact Reanne Meighan at the Humboldt County Planning Department. #HumboldtCounty #UrbanPlanning
