A. 4450 : Approve the Fiscal Year 2024/2025 Senior Resource Center's Arcata Community Center Application and Permit for Use of Facilities, Waive Usage Fees Associated with the Senior Resource Center's Meal and Activity Programs at the Arcata Community Center; and Authorize the City Manager to Execute All Applicable Documents Through 2030.

The city of Arcata partners with the Humboldt Senior Resource Center to provide meals and activities for seniors at the Arcata Community Center. The city is asked to approve the center’s application and permit, waive usage fees, and authorize the city manager to execute documents through 2030. This partnership has been in place since 1984 and has been successful in providing meals and activities to Arcata seniors. The program is supported by state funds and donations. The project aligns with the Arcata General Plan 2020 and has a budget impact of $132,096 per year.

B. 4451 : Adopt Resolution No. 234-60 Approving the Fiscal Year 2024/25 Annual Report on Stormwater Drainage Maintenance Fee for All Non-Tax Exempt Parcels and Directing That Said Fee be Collected through the Property Tax Rolls for Fiscal Year 2024/25.

The City Council is recommending the adoption of Resolution No. 234-60 to approve the Stormwater Drainage Maintenance Fee for non-tax exempt parcels. This fee will be collected through property tax rolls for the upcoming fiscal year. The fee was established in 1993 to comply with federal and state requirements for controlling stormwater pollutants. The revenue from this fee, estimated at $274,832.52 for the next year, will fund maintenance, improvements, and replacements of stormwater drainage facilities in the city. The City is also conducting a Stormwater Rate Study to ensure the sustainability of the fund and plan for future projects related to stormwater and drainage needs.

No CPI increase, the fee remains the same,
To ensure the funds are always in the game.

So let us all gather, and adopt this resolution,
To fund the drainage, for the city’s evolution.
For Arcata’s safety, and for its beauty,
Let us approve this fee, and fulfill our duty.

C. 4408 : Approve Amendments to the Agreement between the City of Arcata and Humboldt Transit Authority (HTA) for Operations and Maintenance of the Arcata & Mad River Transit System (A&MRTS) and Vehicles; and Authorize the City Manager to Execute All Applicable Documents.

The City of Arcata is recommending that the City Council approve amendments to the agreement with the Humboldt Transit Authority (HTA) to continue providing drivers, operations, and maintenance for the Arcata & Mad River Transit System. This partnership helps the city provide cost-effective bus service to residents and students. The proposed amendment will extend the agreement for five more years and increase the monthly fixed rate to reflect HTA’s costs. The partnership has been successful, and HTA operates transit services throughout Humboldt County. The compensation for this agreement is within the budget for the current fiscal year.

Title: The Route to Success

Growing up in Arcata, a small town nestled in the heart of Humboldt County, I always dreamed of making a difference in my community. As a child, I would watch the buses of the Arcata & Mad River Transit System (A&MRTS) pass by my house, imagining all the places they could take me and the people they could help. Little did I know that those buses would play a significant role in shaping my future.

As I grew older, I became more aware of the challenges facing our town, particularly in terms of transportation. The A&MRTS was essential for many residents, providing a vital link to work, school, and other necessary destinations. However, the system was struggling to keep up with the increasing demand and maintain its fleet of vehicles.

When I graduated from high school, I knew that I wanted to do something to improve the A&MRTS and ensure that it continued to serve the people of Arcata effectively. I decided to pursue a degree in civil engineering, with a focus on transportation infrastructure, at Cal Poly Humboldt. It was during my time at university that I became involved in city government, working as an intern for the City Engineer, Netra Khatri.

During my internship, I learned about the partnership between the City of Arcata and the Humboldt Transit Authority (HTA) for the operations and maintenance of the A&MRTS. I saw firsthand the dedication and hard work that went into keeping the buses running smoothly and on time. I also witnessed the positive impact that the transit system had on the community, providing essential services to those who relied on it.

When the opportunity arose to propose amendments to the agreement between the city and HTA, I knew that this was my chance to make a real difference. I worked tirelessly alongside Netra Khatri and other city officials to draft the necessary documents and present our recommendations to the City Council. It was a daunting task, but I was determined to see it through.

After months of preparation and countless meetings, the day of the City Council meeting arrived. As I stood before the honorable Mayor and Council Members, presenting our proposal for the continued partnership with HTA, I felt a sense of pride and accomplishment. This was my chance to contribute to the betterment of my community, to ensure that the A&MRTS would continue to serve the people of Arcata for years to come.

When the Council approved our amendments and authorized the City Manager to execute the necessary documents, I knew that all of my hard work had paid off. The route to success had been a long and challenging one, but it was worth every obstacle and setback along the way. As I looked out at the buses of the A&MRTS passing by, I felt a sense of fulfillment and purpose, knowing that I had played a part in ensuring their continued operation and service to the people of Arcata.

As I embark on the next chapter of my life, I am grateful for the experiences and opportunities that have brought me to this point. I am excited to continue my work in civil engineering and transportation infrastructure, knowing that I have the power to make a difference in the world around me. The journey may have been difficult at times, but the destination is more than worth it. This is just the beginning of my own personal bildungsroman, and I can’t wait to see where it takes me next.

The Finance Director is recommending that the City Council hold a public hearing and adopt a resolution for the FY 2024-25 Appropriations Limit and Budget. The Appropriations Limit is the maximum amount of money the City can spend, and the Budget includes revenue estimates, expenditures, and Capital Improvement Projects. The proposed budget includes a total of $87,606,760, which is within the Appropriations Limit of $21,675,854. The public has the opportunity to provide feedback on the budget before it is adopted.

It is crucial for us as a community to understand the significance of these budget decisions as they directly impact the services and programs that are offered by our city. The City Council has recommended several steps to ensure transparency and public input in the decision-making process.

First, it is recommended that the Council opens the public hearing regarding the Appropriations Limit for Fiscal Year 2024-25. This allows for members of the public to voice their opinions and concerns regarding the financial decisions that will be made. It is important for us to be engaged in the budgeting process and advocate for programs that benefit our community.

Secondly, the Council is encouraged to adopt Resolution No. 234-61, which establishes the Appropriations Limit for the upcoming fiscal year. This limit ensures that the city’s expenditures do not exceed a certain threshold, as outlined by the California Constitution.

In addition, the Council must also consider adopting Resolution No. 234-62, which approves the City Budget for Fiscal Year 2024-25. B. 4453 : Place Transactions and Use Tax Measure on Ballot for November 5, 2024.

The finance director is recommending that the city council put a tax increase measure on the ballot for November 5, 2024 to help maintain essential city services and facilities. The measure would add three-quarters of one cent to the city’s transactions and use tax. The recommendation includes specific steps for the council to take, such as adopting a resolution, submitting the ordinance to voters, and requesting consolidation with a statewide election. A. 4452 : Adopt Resolution No. 234-57 Calling for a General Municipal Election to be Held November 5, 2024, and Consider Appointing a Subcommittee to Draft Arguments in Favor of the Transactions and Use Tax (TUT) Measure.

The city council is recommending a resolution to hold a general municipal election on November 5, 2024, and appoint a subcommittee to draft arguments in favor of a Transactions and Use Tax (TUT) ballot measure.
