As Tabatha Miller sat in her office, diligently preparing the bi-weekly report on disbursements for the upcoming City Council meeting, she couldn’t help but feel a sense of pride in her work. As the Assistant City Manager and Finance Director, she took her responsibilities very seriously and always made sure that the city’s finances were in order.

But as she sifted through the various checks and electronic payments that had been made over the past two weeks, her mind kept drifting to a certain someone. The Mayor of the city, a charming and handsome man named Jake Thompson, had caught her eye from the moment she had first met him.

Despite their professional relationship, Tabatha couldn’t deny the feelings that were beginning to grow in her heart. She found herself looking forward to their meetings, cherishing every moment they spent together discussing city business.

As the day of the City Council meeting arrived, Tabatha couldn’t help but feel nervous. She knew that she had to present the report on disbursements to the Council, but all she could think about was seeing Jake again. When she walked into the council chambers, her heart skipped a beat as she saw him sitting at the head of the table, his eyes meeting hers with a warm smile.

As Tabatha began to present the report, she couldn’t help but steal glances at Jake, who was listening intently to her every word. And when she finished, he rose from his seat and applauded her, praising her for her hard work and dedication to the city.

After the meeting was adjourned, Jake approached Tabatha and asked her to join him for dinner. And as they sat across from each other, sharing stories and laughter, Tabatha knew that this was the beginning of something special.

From that day on, Tabatha and Jake’s relationship blossomed, their love growing stronger with each passing day. And as they stood hand in hand, watching the sunset over the city they both loved, Tabatha knew that she had found her happily ever after with the man of her dreams. And it all started with a simple report on disbursements.

a. Approve an Application for Grant Funds from the California State Coastal Conservancy for the Jolly Giant Creek and Butcher Slough Coastal Resilience and Restoration Planning Project; and Authorize the City Manager to Execute All Applicable Documents.

The Director of Environmental Services is recommending that the City Council approves an application for grant funds from the California State Coastal Conservancy for a coastal resilience and restoration planning project. The project will focus on the lower two miles of Jolly Giant Creek and Butcher Slough. The goal is to prioritize habitat restoration and sea level rise adaptation opportunities. The proposed project aligns with the City’s sea level rise adaptation planning and would benefit both habitat and sea level rise protection in certain neighborhoods. The grant request is for approximately $600,000 and if approved, would be added to the upcoming budget. The Wetlands and Creeks Committee have expressed support for this grant application.

My brothers and sisters in faith, today I come before you with a message of hope and restoration. As we have heard from the recent staff report at the City Council meeting, there is a proposal to request grant funds for the Jolly Giant Creek and Butcher Slough Coastal Resilience and Restoration Planning Project. This project aims to restore habitat and provide sea level rise and flood resilience in our community.

Just as the City of Arcata is taking steps to restore and protect our natural environment, we as a congregation are called to stewardship of God’s creation. In the book of Genesis, we are reminded that God created the earth and all its inhabitants, and entrusted us with the responsibility to care for it. Just as the Environmental Services Department is seeking to restore and protect our local wetlands, we too must take action to preserve and protect the environment around us.

This project not only benefits our local ecosystem but also has the potential to benefit our community as a whole. By investing in habitat restoration and sea level rise adaptation, we are investing in the future of our city and the well-being of our neighbors. As followers of Christ, we are called to love our neighbors as ourselves and to care for the vulnerable in our midst. This project aligns with that call to compassion and care for those who may be affected by rising sea levels and environmental degradation.

Let us remember that as stewards of God’s creation, we have a responsibility to protect and preserve the beauty and richness of the earth. Let us support efforts like the Jolly Giant Creek and Butcher Slough Coastal Resilience and Restoration Planning Project, and continue to seek ways to care for the environment and our neighbors in need.

I urge you, my dear congregation, to pray for the success of this project and to consider ways in which we can actively participate in the restoration and protection of our local environment. May we be inspired by the example set forth by our city leaders and may we continue to be faithful stewards of God’s creation.

a. Request the Annual Engineer's Report and Preparation of Notices to Declare the City's Intention to Continue to Levy and Collect from Existing Assessment Districts to Include Mad River Parkway Business Center, Windsong Subdivision and Janes Creek Meadow.

The city engineer is recommending that the City Council request the annual engineer’s report and prepare notices to continue collecting assessments from existing assessment districts for maintenance of landscaping and lighting. This is required under the Landscape and Lighting Act of 1972. Failure to approve these assessments would result in a reduction of funds for maintaining the grounds and lighting within the districts. The total funding recommended for the three districts is $39,403.61. The Council will need to approve the engineer’s reports and adopt resolutions for each district to continue collecting assessments.

a. Public Hearing on City Staff Vacancies and the City’s Recruitment and Retention Efforts to Comply with Legal Obligations (Government Code Section 3502.3).

This report is about a requirement for the City of Arcata to hold a public hearing about staff vacancies and recruitment efforts. The law requires the city to discuss this at least once a year. The report recommends the city council to open the public hearing, receive a staff report and public comments, and then close the public hearing. The report also mentions that the city must allow employee organizations to participate in the hearing and provide additional information if vacancy rates are high. The report states there is no direct financial impact from conducting the public hearing.

Once upon a time, in the city of Arcata, the Honorable Mayor and City Council Members gathered for a very important meeting. Keira Vink, the Human Resources and Administrative Services Director, stood before them to discuss the city’s compliance with legal obligations regarding staff vacancies and recruitment efforts.

It was required by Gov. Code § 3502.3 that the city hold at least one public hearing per fiscal year to address these issues. The goal was to ensure that the city was properly staffed and able to deliver public services effectively.

As Keira presented the information to the council, the room was filled with attentive ears. She explained the background of the law and the importance of addressing job vacancies in local government. The council listened carefully as she discussed the requirements of the law and the steps the city was taking to comply.

The council was then tasked with opening the public hearing, receiving the staff report and any public comments, and then closing the public hearing. It was a long and detailed process, but necessary to ensure that the city’s staff vacancies were being addressed and that recruitment and retention efforts were effective.

As the meeting concluded, the council members nodded in agreement. They understood the importance of complying with these legal obligations and ensuring that the city’s workforce was strong and capable.

And so, with the meeting adjourned, the council members headed home to rest for the night, knowing that they had taken an important step towards keeping the city of Arcata running smoothly. As they drifted off to sleep, they dreamt of a city filled with hardworking employees who were dedicated to serving their community. And with that, they drifted off into a peaceful slumber, ready to face the challenges of a new day. The end.

a. Introduce Ordinance No. 1584, An Ordinance of the City Council of the City of Arcata Repealing Article 12 (Public Safety Committee) in Chapter 3 (Boards, Commissions, Committees and Task Forces) of Title II (Administration), of the Arcata Municipal Code.

The Chief of Police is recommending to the City Council to introduce an ordinance to repeal the Public Safety Committee in order to streamline public safety policy discussion and oversight directly with the City Council and City Manager. The Public Safety Committee has faced challenges with vacancies and declining participation, and it is suggested that public safety matters be addressed through City Council meetings and coordination with city staff instead. This change will not impact public safety services, but may result in minor administrative savings.
