A. 4191 : Consider a Recommendation to the City Council on the General Plan Updates

The Planning Commission is meeting to discuss updates to the city’s General Plan, including the Gateway Area Plan and the Form-Based Code for the area. They will review the Design and Health Elements, as well as their impacts on the Creamery District, Creamery Building, and businesses in the Gateway Area. The Gateway Area Plan includes impacts on the Creamery District, the Creamery Building, and existing businesses. Staff recommends the Commission use a meeting framework to discuss amendments to the Design and Health Elements and topics included in the Gateway Area Plan Concerns and Solutions list. The Land Use Element “Bike Rack” items will be discussed later. The meeting will also address transparency and communication, including emails, correspondence, and policy recommendations for the Commission’s consideration. The Creamery District, Creamery Building, and businesses’ impacts are also discussed, noting that the Gateway Plan does not require any business to cease operation or relocate and that businesses may continue to operate under the plan. Some business uses will be prohibited in the Gateway Plan Area, and existing businesses that operate these uses will receive non-conforming status.
