a. Adopt Resolution PC-26-01 Recommending the City Council Accept the 2025 General Plan Annual Progress Report

The staff report for the Planning Commission meeting recommends reviewing and adopting the 2025 General Plan Annual Progress Report. This report is required by State law and provides an assessment of how effectively the city is implementing its long-term growth plan. The report helps identify areas where adjustments may be needed to meet community needs and State requirements, especially regarding housing goals. The Planning Commission will review the report and forward it to the City Council for further action.

a. Consider Approval of a Gateway Code Zoning Interpretation
