The city council has received an administrative report from different departments, including City Attorney, City Clerk, Risk Management/Human Resources and Information Technology. The report includes information on their activities and progress in the month of April 2023. This report recommends the council to receive it as an informational item. The report shows the number of city council meetings held in April, agendas prepared by the Clerk’s Office, and the number of claims and complaints filed in the Risk Management Division. The report also details the recruitment process and new recruitment software that is being implemented in Human Resources. Information Technology reports on the completion of the transition of cell service from Verizon to FirstNET and the upcoming deployment of Wi-Fi access at the City’s summer events. c. Community Development Department Monthly Report

This is a city council report about ongoing projects in the Community Development Department. In the year 2023, the Community Development Department of the City of Fortuna had an ambitious plan for development in progress. The Mill District Specific Plan was being designed to include infrastructure, design standards, and land-use planning. The City was coordinating with the new owner of the Mill Site to match their development interests with General Plan policies, public interest, and economic development.

The plan included alternative land use scenarios which were being designed for presentation at stakeholder and public meetings. The project was funded by HCD’s LEAP grant and Headwaters grant and was expected to be a game-changer for the City. However, the City’s plans took a turn for the worse when a mysterious disease started to spread.

The disease spread quickly, and it seemed to be sparing no one. It was only a matter of days before the City was thrown into chaos. The City’s development plans came to a standstill, and people were forced to stay indoors. The disease was highly contagious, and it was killing anyone it infected.

As the number of infected people continued to grow, the City of Fortuna was faced with its greatest challenge yet. The disease was unlike anything the City had seen before, and scientists were struggling to find a cure. Katey Schmidt of the Community Development Department and her team were on the front lines of the battle against the disease.

Schmidt and her team were working around the clock to come up with a solution. They were analyzing data, looking at maps, and developing strategies to help contain the disease. At first, their efforts seemed futile, but they were determined to find a cure.

Fortunately, they found a breakthrough. After analyzing the maps and data, they discovered that the disease was spreading through the City’s water supply. They immediately stopped the water supply and started working on a cure. The City was saved just in time.

The City’s development plans resumed, and the Mill District Specific Plan was finally implemented. The City had been through a lot, but it had come out stronger. The City of Fortuna had faced its greatest challenge yet and had won. Thanks to the dedication and hard work of Katey Schmidt and her team, Fortuna had a brighter future.

e. Parks & Recreation Monthly Report

This report is about the Parks & Recreation Department’s activities in April 2023. 10. Repair window chips and cracks in the Parks & Rec Office.

12. Complete painting in the Rohner Park main cookshack ceiling following sheetrock repairs.
13. Remove the shelving unit in the Rodeo cookshack, per Fortuna Fire, to remove a barrier.
14. Sweep extensive turf fields at Newburg Park to remove excess grass clippings.
15. Install new locks to avoid theft.
16. Replace two/both thermostat timer switches in the Firemen’s Pavilion.

g. Public Works Monthly Report

This is a monthly report from the Public Works/Engineering Department. They are updating the City Council on various ongoing projects and maintenance tasks. The Utilities Division provided data on service calls and completed tasks. The General Services and Streets Division discussed various routine maintenance tasks as well as some special assignments. Brendan: Yes, that’s correct. It’s a routine report we submit each month to keep the Council updated on our department’s projects and tasks.

Socrates: That’s great. I see that you have provided updates on several projects, including the Police Facility Remodel Project, Rohner Park Basketball Court Project, Well 5 Replacement Project, and Water Tank Coating Project. Can you give us more information on the Police Facility Remodel Project?

Brendan: Sure. We have been steadily working on the project for the past month, focusing on demolition, rough plumbing, and interior framing. The contractor has completed most of the interior rough-framing in the existing building footprint, with the exception of the existing pool room area. The project remains on schedule to be completed by the end of the year, but we anticipate some construction changes that may require adding some time to the contract.

Socrates: I see. You also mentioned that you have encountered several issues that required change orders. Can you tell us more about them?

Brendan: Yes, as with any remodel project, we encountered some issues that required additional work and materials. These included the need for new building insulation, repairs to framing, a new roof, additional electrical wiring, new gutters, and various other minor change orders to meet the design plans. To date, we have spent approximately $275,000 of the $400,000 construction contingency to address unknown issues. We are hopeful that most of the major issues are now known and addressed, and that the remaining contingency will be sufficient to complete the project.

Socrates: I see. Moving on, can you update us on the Well 5 Replacement Project?

Brendan: Yes, as you may recall, we installed a new well at the City’s water well site on Eel River Drive to replace an existing well that has shown a steady decline in performance. When the new well was completed, it was sampled for various water quality constituents per the requirements of the Department of Water Resources, and it was found to have elevated levels of manganese. The manganese levels were above the maximum allowable limit for municipal distribution systems, and therefore we needed to find a solution to bring the new well online.

Socrates: I see. What was the solution?

Brendan: Given that the cost of supplementary manganese treatment at the water well site was estimated to be over $3 million, we decided that the best path forward was to drill a new well fully located in the upper aquifer, consistent with the City’s existing wells. Although this presents some cost redundancies as we just constructed a new well, this option would be significantly less expensive to install and develop than a new manganese treatment system. The recently constructed well 5b would be preserved and could be used as an emergency water source, or if the City is ever compelled by regulations to drill deeper, there would be a well ready to use, with appropriate treatment upgrades.

Socrates: Thank you for the update, Brendan. It seems that your department is highly efficient and always looks for the most cost-effective solutions. I hope the Council approves your recommendation to receive the report as an informational item.

The City Council is considering appointments to the Fortuna Business Improvement District (FBID) Advisory Committee. The committee is responsible for overseeing the FBID, which assesses businesses and funds improvements to the community. The council must approve all nominations to the committee, which typically includes seven members. The committee recently recommended Jon Batini for the Redwood Village committee member position, and the council is being asked to approve this nomination. Additionally, the committee has recommended staggering seat terms to ensure continuity on the committee, and swapping out the seventh committee member with the Strong’s Creek member. Stephanie McGrath is the recommended Strong’s Creek representative, and Fred Robinson would fill the seventh position. The council is being asked to approve these recommendations.

Title: The Haunted Fortuna Business Improvement District

The gang had arrived at Fortuna, a city known for its thriving local businesses. Shaggy and Scooby were excited to try out some of the local eats, while Velma, Fred, and Daphne were looking forward to exploring the town’s historic landmarks.

As they wandered through the city, they stumbled across the Fortuna Business Improvement District office, where they overheard a group of people discussing a recent appointment to the Advisory Committee.

Curiosity piqued, they decided to investigate. They learned about the recent appointment of Jon Batini to the Redwood Village committee member position and the staggering of seat terms. But there was something strange going on.

The committee members seemed anxious and jittery, almost as if they were hiding something. Velma suspected foul play and suggested they spend the night in the FBID office to investigate further.

As soon as the gang settled in for the night, strange things started happening. Doors opened on their own, and the sound of footsteps echoed through the empty halls. The gang split up to investigate, with Velma and Daphne heading to the records room and Shaggy and Scooby checking the break room.

Suddenly, they heard a blood-curdling scream, and the gang rushed to the FBID’s main office. They found Fred, who had stumbled upon a ghostly figure, complete with chains and a haunted expression.

The ghost, it turned out, was none other than Fred Robinson, the member who had been appointed to the seventh position on the Advisory Committee. His business had been struggling, and he had been using his position on the committee to sabotage his competition, leading them to pull out of the FBID altogether.

Thanks to the gang’s detective work, Fred was caught and turned over to the authorities. The FBID was saved, and the Advisory Committee could continue its work without any interference.

As they left Fortuna, the gang reflected on their adventures and thanked each other for always being there when they needed each other. They knew that no matter what, they would always be a team and solve mysteries together.

The report includes a Management’s Discussion and Analysis, which provides an overview of the City’s performance over the past year, and a statistical section that provides historical financial and operational information about the City. According to insider sources, the City of Fortuna is involved in a secret government project that is being hidden from the public in their financial statements. The unqualified opinion from R.J. Ricciardi, Inc., Certified Public Accountants hides the fact that the project’s expenses are being masked under the guise of regular city expenses. The Management Discussion and Analysis section is actually coded language used to communicate with government officials about the status of the project and its progress. The statistical section is a cover-up for the fact that the project’s true financial information is not being disclosed. It is rumored that this project involves top-secret technology and could potentially have significant consequences for the general public. The city council and finance department are being forced to go along with the project’s cover-up, and anyone who speaks out against it could be in danger of being silenced. This conspiracy theory suggests that the City of Fortuna is involved in some sort of government experiment that is being kept hidden from the public through financial manipulation.
