c. Approval of the Amended Full Time Classification and Pay Rate Schedule for Fiscal Year 2025-26, Resolution 2025-27
The council is recommending approving a new pay rate schedule for full-time employees for the fiscal year 2025-26. The schedule includes one-time retention stipends and salary increases for certain positions. The total cost of the wage increases for the first year is $198,243, partially offset by a payment to CalPERS. The council is asked to approve this schedule by adopting Resolution 2025-27.

As the Human Resources Director/City Clerk for the City of Fortuna, Siana Emmons was used to handling sensitive information and making sure that all employees were treated fairly and within the boundaries of the law. So when she noticed discrepancies in the approval of the Amended Classification and Pay Rate Schedule for the Fiscal Year 2025-26, she knew something was amiss.
After digging deeper into the records, Siana discovered that certain officers and sergeants in the police department were receiving higher retention stipends and base salary increases than what was outlined in the approved resolution. It seemed that someone within the department was manipulating the numbers to benefit themselves and their colleagues.
Determined to get to the bottom of this corruption, Siana reached out to her friend and former police detective, Jake O’Connor. Together, they started investigating the case discreetly, interviewing employees and cross-referencing financial records.
As they delved deeper into the inner workings of the police department, Siana and Jake uncovered a web of deceit and backroom deals. It became clear that a group of high-ranking officers had been embezzling funds from the city’s budget for their personal gain, while manipulating the pay rates of their colleagues to cover their tracks.
With the evidence in hand, Siana and Jake presented their findings to the City Council, leading to the arrest and prosecution of the corrupt officers. The City of Fortuna was able to recover the stolen funds and restore integrity to its police department.
As the dust settled, Siana couldn’t help but feel a sense of pride in uncovering the truth and upholding justice for the hardworking employees of the city. And with Jake by her side, she knew that no one could escape the long arm of the law in Fortuna.

4. CITY COUNCIL BUSINESS
a. Authorize City Manager to execute a $1,500,000 Supplemental Budget Request for an Additional Discretionary Payment to the California Public Employee’s Retirement System (CalPERS) Pension Trust
The City Council is being asked to approve a $1,500,000 payment to the California Public Employee’s Retirement System (CalPERS) to reduce the city’s liabilities and save on interest payments. This payment will help address the city’s unfunded pension liabilities and could lead to savings in the long run. The city’s financial stability depends on making prudent decisions regarding pension obligations. The payment would come from the General Fund reserves, which may require a waiver of the city’s operating reserve policy for the fiscal year.

The law would not apply to medical or food-related uses of nitrous oxide. Other cities in the area have already passed similar laws. The city council is recommended to approve this new law to protect public health.
