2. Eureka Rhododendron Parade

The City Council is discussing sponsoring the Eureka Rhododendron Parade coordinated by the Eureka Old Town Rotary. The parade will take place on Saturday, April 25, 2026, and will go through Eureka. Staff will provide traffic control and other services for the parade. The recommendation is to sponsor the parade, which aligns with the council’s goal of promoting community pride.

1. 2026 Inland Zoning Code Update

The City Council is considering updating the Inland Zoning Code for 2026. The recommendation is to adopt the ordinance that includes changes to design standards and the design review process. There is no fiscal impact, and the update aligns with the Council’s strategic vision and the 2040 General Plan. The Council held a public hearing and made minor changes to regulations for Tiny Houses on Wheels. If the ordinance is adopted, it will take effect 30 days later.

1. 2040 General Plan Annual Progress Report for the Year 2025

The Deputy Director of the Development Services department, Caitlin Castellano, prepared a report on the progress of Eureka’s 2040 General Plan for the year 2025. The report is to be received by the City Council for information only. The report highlights accomplishments in implementing the General Plan and will be submitted to the Governor’s Office and the Housing and Community Development Department. The report is required by California Government Code and provides information on the city’s progress in meeting its goals.

2. Housing Element Annual Progress Report for the Year 2025
