The Planning Commission is reviewing a proposal to install new fences at Panoramic RV Park. The project involves replacing existing chain-link fences with wrought-iron fences, installing new gates, and creating a Tsunami Evacuation Plan. The project has been deemed exempt from certain environmental regulations. The staff recommends holding a public hearing and approving the project with conditions.

… or, as a Rodney Dangerfield joke!

“I tell ya, I proposed putting up a fence at the Panoramic RV Park and the planning commission acted like I was asking for a permit to build a castle! They were so worried about the design and environmental impact, I half expected them to ask me for an evacuation plan in case a squirrel comes too close to the fence!”

G. OLD BUSINESS

H. NEW BUSINESS

1. 2025 Housing Element Annual Progress Report

This report discusses the City of Eureka’s progress on meeting housing needs as required by state law. It includes information on the Regional Housing Needs Allocation (RHNA) and building permits issued for new housing units. It also highlights a program to develop affordable housing on city-owned properties. The report shows that the city is close to reaching its goals for affordable housing units.

… or, as an insane conspiracy theory!

Conspiracy Theory: The City of Eureka is secretly collaborating with the California Department of Housing and Community Development (HCD) and the Governor’s Office of Land Use and Climate Innovation to control the population through their Housing Element Annual Progress Report. The City is intentionally manipulating housing data to meet their Regional Housing Needs Allocation (RHNA) targets by falsely reporting building permits, leading to an influx of new housing units. This influx is part of a larger government plan to monitor and control the population through designated affordable housing developments on City-owned properties. The City’s commitment to making City-owned land available for affordable housing is a facade to disguise their ulterior motive of tracking and surveilling citizens through these designated housing projects. The City is using these affordable housing developments as a means of social control and population manipulation under the guise of meeting housing needs. In reality, the City’s true agenda is to establish a controlled and monitored residential population, creating a dystopian society where citizens are under constant surveillance and control. The Housing Element Annual Progress Report serves as a smokescreen to conceal the City’s sinister intentions of population control and social manipulation.

2. 2040 General Plan Annual Progress Report for the Year 2025

The Planning Commission has prepared a report on the progress of implementing the City of Eureka’s General Plan for the year 2025. The report, which is required by law, provides details on the accomplishments made in meeting the community’s goals. The report was presented to the City Council in March and is now being submitted to the Governor’s Office of Land Use and Climate Innovation and the Housing and Community Development Department. The report is an important tool for assessing how well the city is meeting its long-term planning goals.

… or, as a conversation between two very stoned people named Starfish and Noodles!

Starfish: Hey man, did you hear about that 2040 General Plan Annual Progress Report?

Noodles: Oh man, I think I heard something about it. Something about cities and counties submitting reports to the Governor’s Office or something?

Starfish: Yeah, that’s the one! And it’s all about the implementation of the General Plan and meeting community goals. Sounds pretty official, right?

Noodles: Yeah, totally. And it’s like, there’s no template or form for these reports, so it’s all up to each city or county to do their own thing. That’s pretty wild, man.

Starfish: Totally wild. And Caitlin Castellano, the Development Services Deputy Director, is the one to contact for more info. Maybe we should hit her up and get the inside scoop.

Noodles: Yeah, man, let’s do it. But first, let’s finish this joint and then we’ll get down to business.

Starfish: Sounds like a plan. Let’s get stoned and tackle this General Plan like true stoner warriors!
