d. Review and Approve Mayor’s Recommendation of Appointee to the Historical Commission, the Planning Commission, and the Parks & Recreation Commission
The City Council is reviewing and approving appointments for the Historical Commission, Planning Commission, and Parks & Recreation Commission. There are vacant seats on each commission, and applications have been received for the positions. The recommended action is to approve the Mayor’s appointments for the commissions. The term of office for each commission varies, but if approved, the appointments will expire in 2027 or 2028.

a. Approve a $65,000 Supplemental Budget Request and Authorize the City Manager to Execute One or More Professional Services Agreements for On-Call Planning Services
The City of Fortuna needs help with planning services to comply with state mandates regarding housing, hazard mitigation, and climate-related issues. They are requesting approval for a $65,000 budget to hire professional services for planning. The City is at risk of penalties if they do not comply with these regulations. They have interviewed three firms for the job and recommend delegating the authority to the City Manager to get the best services in a timely manner. The funds for this will come from the General Fund reserves. It is important for the City Council to approve this request in order to meet their obligations and avoid penalties.

Projects that may be assigned to the selected firm(s) include subdivisions, annual reporting, zoning code updates, and more. Financially, the City plans to direct bill project applicants for services to minimize impact on the budget.

The requested $65,000 Supplemental Budget will be used for services not chargeable to applicants. The remaining unreserved General Fund balance will be approximately $950,000 after this allocation.
