… or, as a bedtime story!

Once upon a time in the city of Sunnyvale, there was a City Council meeting where important decisions were being made. Tabatha Miller, the Assistant City Manager and Finance Director, was presenting a report on disbursements to the Honorable Mayor and City Council Members.

Tabatha stood confidently before the council, recommending that they approve the report on disbursements for the period of August 23, 2025, through September 5, 2025. She explained that the checks and electronic payments made during that time were in alignment with the city’s budget and were ready for approval.

As the council listened attentively, Tabatha outlined the list of disbursements, highlighting how each payment was made to fulfill authorized expenditures set forth in the budget. She assured the council that everything was in order and that there would be no fiscal impact beyond what had already been budgeted for.

After Tabatha concluded her presentation, the council members deliberated and eventually decided to approve the report on disbursements as part of the Consent Calendar. The meeting ended with a sense of accomplishment and unity among the council members.

As nightfall descended upon the city, the streets quieted down and the stars twinkled in the sky. The residents of Sunnyvale drifted off to sleep, knowing that their city was in good hands thanks to the diligent work of Tabatha and the City Council.

And so, the city of Sunnyvale continued to thrive under the watchful eyes of its dedicated leaders, ensuring a bright and prosperous future for all who called it home. Goodnight, Sunnyvale. Goodnight, city council. And sweet dreams to all.

As the discussion turned to the reappointment of Jill MacDonald and Jeanette Cooper to the Historic Landmarks Committee, a sudden commotion interrupted the proceedings.

A bright flash of light filled the room, blinding everyone momentarily. When their vision cleared, they were shocked to see two beings standing before them. They were tall, humanoid figures with shimmering metallic skin and glowing eyes. The entire room fell into a stunned silence as the beings spoke in a strange, melodic language that no one could understand.

The Mayor, composed and calm, stood up and addressed the beings, “Greetings. We are honored by your presence. How can we assist you?”

The beings explained that they were from a distant planet, on a mission to study Earth and its civilizations. They had been observing the city of Arcata for some time and had taken an interest in the Historic Landmarks Committee. They were intrigued by the city’s efforts to preserve its history and wanted to learn more about its culture and heritage.

The city council is recommending that the city approves a contract amendment with GHD, Inc. for professional services to support the construction phase of the Annie and Mary Trail project. — LoCOBot

… or, as a Socratic dialogue!

Socrates: Good day, my fellow citizens. Today we gather to discuss the approval of a contract amendment with GHD, Inc. for professional services to support the construction phase of the Annie and Mary Trail Project.

Citizen 1: What is the purpose of this trail project and why is this contract amendment necessary?

Socrates: The Annie and Mary Trail Connectivity Project aims to provide a safe walking and biking route from the existing Humboldt Bay Trail to various neighborhoods and parks in the area. This contract amendment with GHD, Inc. is necessary to provide additional construction management support to ensure the successful completion of the project.

Citizen 2: But why do we need to spend such a substantial amount of money on this contract amendment? Is it really worth it?

Socrates: The City has already made significant progress on the project and the contract with GHD, Inc. has proven to be vital in previous phases. The additional support for construction management is crucial to ensure the project is completed successfully and in accordance with all necessary regulations and standards.

Citizen 3: How do we know that GHD, Inc. is the best firm for this job? Were there other options considered?

Socrates: The City issued a Request for Proposals and received proposals from qualified firms. After a thorough evaluation process, GHD, Inc. was selected based on their expertise and ability to support the project through its various phases. Their previous work on the project and their proposed scope and fee for construction management support services make them a suitable choice for this contract amendment.

Citizen 1: It seems like a lot of thought and planning has gone into this decision. In that case, I see no reason not to approve the contract amendment with GHD, Inc. for the construction phase of the Annie and Mary Trail Project.

Socrates: Indeed, it is important to trust in the expertise and capabilities of those who have been involved in the project from the beginning. I believe it is in the best interest of the City to approve this contract amendment and authorize the City Manager to execute all applicable documents.

Citizen 2: I agree. Let us trust in the process and the professionals involved in this project. I motion to approve the contract amendment with GHD, Inc. for the construction phase of the Annie and Mary Trail Project.

Socrates: Thank you, my fellow citizens. Let us move forward with confidence in our decision to support the completion of this important trail connectivity project.

a. Approve Sponsorship in an Amount Equivalent to the Plaza Event Fees of $1,981 for the Same Old People’s North Country Fair to be Held on the Arcata Plaza on September 20 and 21, 2025.

The City Council is being asked to sponsor the Same Old People’s North Country Fair by covering the event fees of $1,981. The fair is a community event that celebrates a healthy environment, cooperation, and local economy. The funds would come from a budget set aside for supporting events in the city. The Council is recommended to approve the sponsorship at an upcoming meeting.

— LoCOBot

… or, as a horror story!

As the sun began to set on the Arcata Plaza, the stage was set for the Same Old People’s North Country Fair. People from all over the city gathered to celebrate and enjoy the weekend of music, performances, and vendors. The atmosphere was festive and lively, with the sound of laughter and music filling the air.

But as the night grew darker, a sense of unease began to creep over the fairground. People reported feeling watched, hearing strange whispers in the wind, and seeing shadowy figures darting in and out of the darkness. Some vendors even claimed their goods were mysteriously tampered with or disappeared altogether.

As the clock struck midnight, the fair took on a sinister tone. The once vibrant and bustling plaza now felt eerily silent and deserted. The stages sat empty, the vendors’ booths abandoned, and the streets eerily quiet.

Those who dared to venture out into the night quickly regretted it. Strange figures lurked in the shadows, their eyes glowing with an otherworldly light. People reported being chased by unseen forces, feeling cold hands reaching out to touch them, and hearing strange voices whispering in their ears.

Rumors began to spread among the remaining fairgoers that the plaza was cursed, that the spirits of those who had once inhabited the land were restless and seeking revenge. Panic gripped the crowd as more and more people reported strange and terrifying encounters.

As the first light of dawn broke over the plaza, the fair was nothing but a ghost town. The vendors’ booths were in disarray, the stages were empty, and the streets were littered with discarded items and signs of a hasty retreat.

The City Council, unaware of the events that had transpired, were left to wonder what had happened to the Same Old People’s North Country Fair. Some believed it was simply a case of mass hysteria, others whispered of something more sinister at play.

But one thing was certain - the Arcata Plaza would never be the same again. The spirits of the past had left their mark on the fairground, and their presence would be felt for years to come. The Same Old People’s North Country Fair had become a cautionary tale, a reminder that not all events are meant to be supported, and that some secrets are better left buried in the dark.

a. Adopt Resolution No. 256-11 Establishing the Community Benefits Program; Action Not Subject to Additional California Environmental Quality Act (CEQA) Review.

This report is about a recommendation to the Council to adopt a resolution establishing a community benefits program. The program was originally part of the Gateway Area Plan but has been moved to the General Plan so it can be applied in other areas. The program aims to provide amenities through different categories based on the scope and scale of development. The Planning Commission recommended the program based on community conversations and public meetings. The Council is advised not to combine certain benefits into one category as it would complicate the program. The report also discusses the points system and categories based on building height, as well as the policy implications of the proposal. The Council is recommended to adopt the resolution to establish the program.

My Dearest Jane,

I hope this letter finds you well. As I write to you from the trenches, under heavy fire from German artillery, my thoughts are consumed with love for you. The chaos and danger around me only serve to deepen my longing for your sweet presence.

I wanted to share with you a bit of news from the planning commission meeting. The staff recommends that the council adopt Resolution No. 256-11, which establishes the community benefits program. This program aims to provide amenities typically offered through discretionary review conditions of approval. It is a way for our community to come together and support one another in times of need.

The Planning Commission has been working tirelessly on this program, and after much deliberation, they have recommended it to the City Council. I believe it is a step in the right direction for our town, and I hope that the council will see the benefits of adopting this resolution.

I miss you more than words can express, and I pray for the day when I can hold you in my arms again. Until then, know that you are always in my heart.

With all my love,

Charles

The Building Official is recommending that the City Council approve a resolution to confirm and collect $10,686.44 in costs incurred to abate nuisance conditions at a property on Baldwin Street. The Council is asked to hold a public hearing, receive a staff report, open public comment, and then adopt the resolution. The costs were paid using City general funds.

… or, as an episode of Seinfeld!

The episode of Seinfeld opens with Jerry and George sitting in Jerry’s apartment, discussing the latest city council meeting notice that George received in the mail. George is outraged that his neighbor at 2579 Baldwin Street has caused such a nuisance that the city had to come in and abate the property.

Jerry, always curious and up for a good story, suggests they attend the public hearing to see the drama unfold. They arrive at the city council meeting just in time for the public comment section. The council members are discussing the costs incurred from abating the nuisance conditions at 2579 Baldwin Street.

As they listen to the discussion, Jerry and George can’t help but notice the property owner, Mr. Jenkins, sitting in the front row looking disgruntled. They whisper to each other about how the situation must be causing tension between Mr. Jenkins and his neighbors.

Meanwhile, Elaine bursts into the meeting, frantically looking for Kramer. She explains to Jerry and George that Kramer has been squatting in Mr. Jenkins’ abandoned property for the past few months, and she’s worried about what will happen to him if the city decides to collect the costs from Mr. Jenkins.

Kramer then appears, wearing a construction hat and holding a clipboard. He confidently struts up to the podium and declares that he is Mr. Jenkins’ property manager and will take care of all the outstanding costs. The council members look baffled, but Jerry, George, and Elaine can’t help but stifle their laughter at Kramer’s audacious claim.

As the meeting concludes, the council approves the resolution to collect the costs from Mr. Jenkins. Kramer, still posing as the property manager, rushes over to Mr. Jenkins to discuss how they can work together to settle the debt. Mr. Jenkins is confused but agrees to meet with Kramer later to discuss the details.

In the end, Jerry, George, Elaine, and Kramer walk out of the city council meeting, amused by the unexpected turn of events and already looking forward to the next neighborhood drama to unfold. The episode ends with them planning their next adventure in the quirky world of Arcata, CA.

… or, as a heartbreaking country/western song!

(Verse 1)
In a city council meeting, I heard the news
$500,000 for a dream we thought would come true
Reconnect Arcata, a project of our hearts
But the funding’s been delayed, tearing us apart

(Chorus)
Oh, the highways to boulevards, the vision we had
To rebuild our community, to heal what’s been bad
But the money’s not here, and the wait feels so long
Our hopes and our dreams, they’re all but gone

(Verse 2)
Eighteen months gone by, and still no sign
Of the funds we need to make our city shine
Community outreach, planning, and design
But without the money, it feels like we’re behind

(Chorus)
Oh, the highways to boulevards, the vision we had
To rebuild our community, to heal what’s been bad
But the money’s not here, and the wait feels so long
Our hopes and our dreams, they’re all but gone

(Bridge)
We’ll keep on fighting, we’ll keep on believing
That one day our project will be receiving
The funds it deserves, to make our city whole
But for now, we’ll keep on paying this toll

(Chorus)
Oh, the highways to boulevards, the vision we had
To rebuild our community, to heal what’s been bad
But the money’s not here, and the wait feels so long
Our hopes and our dreams, they’re all but gone

(Outro)
In a city council meeting, we’ll keep on trying
To make our dreams a reality, to keep on flying
But for now, we’ll hold on tight, to what we know
The Reconnect Arcata project, our love will show.

Title: Scooby-Doo and the Haunted Construction Site

[The Mystery Machine pulls up to the City Council meeting, where the gang has been invited to receive an update on the Capital Improvement Program (CIP).]

Daphne: I love learning about all the projects the city has in store for the future!

Fred: Yeah, it’s important to make sure our infrastructure is up to date and safe for everyone.

Velma: And who knows, maybe we’ll stumble upon a mystery while we’re here!

[The gang enters the meeting room and listens attentively as Netra Khatri, the City Engineer, gives a presentation on the CIP.]

Netra: As you can see, we have completed several projects, such as road repairs and water system upgrades. We also have some exciting new projects on the horizon, like the construction of a new park and community center.

Shaggy: Like, that all sounds great, man.

Scooby: Ruh-roh, Raggy. Lots of construction means lots of places for ghosts to hide.

[As the meeting comes to a close, the gang decides to explore one of the construction sites mentioned in the CIP.]

Fred: Let’s check out the abandoned warehouse that’s being renovated into a museum. It could be a perfect place for a ghost to hide.

[The gang arrives at the construction site and starts to look around. Suddenly, they hear strange noises coming from inside the building.]

Daphne: Jinkies! What was that?

Velma: Let’s split up and search for clues. Scooby and Shaggy, you come with me.

[Scooby, Shaggy, and Velma head inside the building, while Fred and Daphne search outside. Inside, they encounter a ghostly figure who appears to be causing mischief.]

Ghost: Get out! This is my construction site now!

Scooby: Rikes! A ghost!

Shaggy: Like, let’s get out of here, man!

[The gang reunites outside and comes up with a plan to capture the ghost.]

Fred: Velma, do you have a plan?

Velma: Yes, I think I know who the ghost is. Let’s set a trap.

[With Velma’s plan in motion, the gang lures the ghost into a trap, revealing it to be the disgruntled former owner of the warehouse who was trying to scare off the construction workers.]

Former Owner: I would’ve gotten away with it, if it weren’t for you meddling kids!

[Daphne calls the police and the former owner is taken away. The construction site is safe once again.]

Fred: Another mystery solved!

Velma: And all in a day’s work.

[The gang heads back to the Mystery Machine, ready for their next adventure.]

Scooby: Scooby-Dooby-Doo!

[The gang drives off into the sunset, ready for whatever mystery comes their way next.]
