Checks and electronic payments were made in accordance with the approved budget. The Council does not need to audit these payments before they are made but will review them at their next meeting. The attached document shows the details of the disbursements made during this period.

D. 4489 : Approve Contract with Invoice Cloud for Web-Based Invoice Presentment and Processing; and Authorize the City Manager to Execute all Applicable Documents.
The Finance Director is recommending that the City Council approve a contract with Invoice Cloud for web-based invoice presentment and payment processing. The current system used by the city is outdated and causing challenges for staff. The new system will offer more flexibility and options for customers to pay their bills online, with the goal of reducing the number of customers receiving paper bills in the mail. The city will absorb the costs of online payment to encourage more customers to use this method. The transition to Invoice Cloud is expected to improve customer service and save the city money on printing and mailing costs.

With the increase in online payments, it is clear that a more efficient and user-friendly system is required to better serve our residents.
The proposed contract with Invoice Cloud offers a solution that not only streamlines the billing process but also provides additional communication options for our customers. With features such as automated reminders for overdue payments and the ability to sign up for autopay, Invoice Cloud will improve the overall customer experience and reduce costs for the city. By encouraging paperless enrollment, we can also make a positive impact on the environment and save money on printing and mailing expenses.
As we consider the fiscal impact of this transition, let us remember that investing in technology that benefits our community is a worthwhile endeavor. The projected costs are comparable to what we are currently paying, and any potential increase in volume should be offset by reduced expenses in other areas. By embracing new opportunities for efficiency and service, we can ensure the continued growth and success of our city.

The City Engineer recommends that the City Council approves the Local Road Safety Plan (LRSP) for Arcata. The plan aims to improve road safety by addressing challenges and high-risk areas, reducing crashes and injuries through evidence-based interventions and community engagement.
