Conspiracy Theory: The city engineer, Netra Khatri, intentionally sabotaged the culverts at 4700 West End Road in order to create a false emergency and justify the use of reserve funds for a repair project. By causing the culverts to fail, Khatri was able to award the project to a specific contractor, Granite Construction, who may have ties to her personally or financially. The grant amount was not included in the budget for FY 2026-27 and will be added via a budget amendment. This project is essential for addressing public health disparities, improving transportation options, and promoting economic mobility, particularly for under-resourced populations.

Socrates: It appears that the Reconnect Arcata Project is a crucial initiative for the community of Arcata. I see no reason why the Council should not adopt Resolution No. 267-07 to move forward with this project. Thank you, Netra, for providing such detailed information on this important matter.

CAMPAIGN TITLE: The Arcata Wastewater Treatment Facilities Upgrade

CAMPAIGN OVERVIEW:
The city of Arcata is in the midst of a major wastewater treatment facility upgrade project, but unforeseen issues and additional work have arisen, necessitating a contract amendment to Wahlund Construction, Inc. The adventurers are hired by the City Council to investigate strange occurrences at the construction site and ensure the safety of the workers while also uncovering any potential magical or nefarious causes behind the problems.

MISSION 1: THE HAUNTED PUMPS
The adventurers are tasked with investigating reports of malfunctioning pumps and valves at the construction site. However, when they arrive, they discover that the equipment is not malfunctioning due to technical issues, but rather because they are being manipulated by malevolent spirits. The adventurers must delve into the depths of the construction site to uncover the source of these spirits and put them to rest in order to restore functionality to the wastewater treatment facilities.

MISSION 2: THE GUARDIAN OF THE PIPES
As the adventurers investigate further, they come across a section of pipes that are inexplicably blocked, causing a backup of waste and posing a serious threat to the workers at the site. Upon closer inspection, they find that a powerful earth elemental has taken residence within the pipes, claiming them as its domain. The adventurers must negotiate with the elemental and find a way to clear the blockage without causing harm to the creature, all while ensuring the safety of the construction workers.

MISSION 3: THE NECROMANCER’S PLOT
In their final mission, the adventurers uncover a sinister plot by a rogue necromancer who seeks to disrupt the wastewater treatment facilities in order to harness the negative energy released by the waste. The necromancer plans to use this energy to summon an army of undead to wreak havoc on the city of Arcata. The adventurers must confront the necromancer in a climactic battle, preventing the undead army from being unleashed while also ensuring the completion of the wastewater treatment facility upgrade.

REWARDS:
Successfully completing the campaign will earn the adventurers the gratitude of the City Council, as well as a generous reward for their services. Additionally, they may uncover rare magical items and artifacts hidden within the construction site, left behind by the spirits and creatures they encountered during their missions.
